Charles D. Sharp

A native Washingtonian, Mr. Sharp is co-founder and current Chair and Chief Executive Officer of the Black Emergency Managers Association International (BEMA International) established following his career within the U.S. Air Force as an emergency manager.

Within the Air Force Mr. Sharp conducted emergency plan development, exercise design & evaluations, logistics, and served as a lead emergency management inspector general for peace, wartime readiness, and nuclear surety inspections for active duty and State National Guard bases in coordination with the U.S. National Guard Bureau. A subject-matter-expert in exercise design and development, team building, chemical, biological, radiological, nuclear high-yield explosives, and decontamination training.

A Cornell University Climate Change Fellow. Mr. Sharp has a Bachelor of Science degree from the University of Maryland, College Park in Information Systems Management and Operations Technology Management. First U.S. Air Force member to complete resident FEMA Incident Command System (ICS) train-the-trainer, and Homeland Security Exercise Evaluation Program (HSEEP). Holds a FEMA Professional Emergency Manager, Defense Reduction Agency in WMD Incident Management, project management.

From 2021 to 2023 served as the Deputy Chair Global Health Security Agenda Consortium (GHSAC, )

Advocates and promotes ‘whole community’ participation within underserved communities utilizing community emergency response teams (CERT), FEMA Corps, FEMA Youth Council participation by K12 educational community, and establishment of homeland security and emergency management.
